West Salem health center to get solar hot water

Plans are in place to install a solar hot water system at Lakeview Health Center in West Salem.

According to Jim Speropulos, facilities director for La Crosse County, installation will begin the last week of September and be completed by mid-November.

The county is also installing solar water heating panels in the new law enforcement facility in La Crosse. It’s the first solar water project for La Crosse County, Speropulos said.

“Lakeview energy usage is higher than we see at other nursing homes,” he said in explanation of why Lakeview was chosen for the solar water system.

Most of the $164,975 cost is funded through a $100,000 federal American Recovery and Reinvestment grant program the county received through the Wisconsin Energy Efficiency and Conservation Block Grant program. The county also is receiving a $25,000 rebate from the Wisconsin Focus on Energy program.

Speropulos said the Lakeview system is designed to offset gas usage by about 1,665 therms per year, or about $1,360 in the first year, and the savings go up from there due to an escalator clause for an increase in future gas prices. He also said the county’s cost is expected to be recouped in about eight years.

State’s only solar collector maker partners with Organic Valley to offer discounts

From a news release issued by Bubbling Springs Solar:

MENOMONIE, WIS. – Bubbling Springs Solar will join with Organic Valley, a farmer-owned cooperative of more than 1,300 organic family farmers nationwide in La Farge, Wis., to provide discounted bulk purchase rates for solar thermal collectors. This collaboration will help make solar energy affordable to their member farmers, and employees. Additionally, Organic Valley is currently working with Wisconsin’s Focus On Energy to assess the feasibility of installing Bubbling Springs’ flat plate collectors at one of their facilities in La Farge.

“We are extremely excited to work with Bubbling Springs Solar on this joint venture. Organic Valley and our farmer owners recognize the potential of harnessing the sun, both for the environment and for our bottom line. We remain committed to lowering our carbon footprint and believe clean, renewable energy generated on site is a cornerstone to achieving this goal,” said Jennifer Harrison, Sustainability Program Manager, Organic Valley.

Doyle launches Clean Energy Jobs initiative

From a news release issued by Governor Jim Doyle:

MADISON – Governor Jim Doyle today was joined by business leaders, labor, legislators and environmental organizations as he launched the Clean Energy Jobs Act, a landmark legislative package to accelerate the state’s green economy and create jobs. New industry-recognized research shows the package will directly create at least 15,000 green jobs in Wisconsin by 2025.

“Addressing climate change is not just an environmental issue, it’s about creating green jobs,” Governor Doyle said.

“The Clean Energy Jobs Act offers new standards to help accelerate Wisconsin’s green economy. I am calling on the Legislature to update renewable portfolio standards to generate 25 percent of our fuel from renewable sources by 2025 and set a realistic goal of a 2 percent annual reduction in energy consumption by 2015.”

The Clean Energy Jobs Act, State Senate Bill 450 and State Assembly Bill 649, implements the recommendations of Governor Doyle’s Global Warming Task Force to address climate change and grow the state’s green economy through several key measures:
• Enhanced renewable portfolio standards – A new 20 percent standard would be set for 2020 and a 25 percent standard would be set for 2025. The current 10 percent standard would be accelerated from 2015 to 2013. By advancing our current renewable portfolio standards, and setting new standards, we will ensure more of our energy dollars stay in the state, creating thousands of jobs for Wisconsin families in fields like construction, manufacturing, and agriculture.
• Enhanced energy efficiency and conservation efforts – Graduated statewide electricity savings goals would be set, leading up to a 2 percent reduction by 2015 and annual reductions thereafter. The cheapest way to lower carbon emissions is through energy conservation. By setting achievable conservation goals, this bill will help reduce energy costs in businesses and homes across the state.

A comprehensive economic assessment of the Clean Energy Jobs Act found that the package would directly create at least 15,000 green jobs in Wisconsin by 2025. More than 1,800 jobs would be created in the first year alone. The assessment also found that between 800 and 1,800 construction jobs would be created each year from 2011-2025, and more than 2,000 manufacturing jobs would be created once the laws are fully implemented.

Michael Vickerman, RENEW Wisconsin’s executive director said:

Wisconsin's existing 10% Renewable Energy Standard has driven significant investment in rural, forestry and agriculture markets by encouraging the construction of large wind, biogas, biomass and solar projects. Increasing the Renewable Energy Standard to 25% in 2025 would continue to generate more of the lucrative payments to landowners and biofuel / biomass providers as well as create more jobs constructing and maintaining the additional projects are built to meet the new standards.

The bills also include three of the proposals backed by the Homegrown Renewable Energy Campaign:

• Renewable Energy Buyback Rates, also called an Advanced Renewable Tariffs, would set utility payments for small renewable energy producers who want to "feed energy" into the electric grid, enabling farmers and rural businesses to help Wisconsin become more energy independent with biopower, wind and solar.
• The Biomass Crop Reserve Program would award contracts to farmers to plant native perennial plants, which the farmer can then sell for bioenergy production, helping to solve the chicken-and-egg problem of jumpstarting the homegrown fuels market.
• A Low-Carbon Fuel Standard would be a market-based approach to promoting the cleanest, low-carbon fuels for Wisconsin, and would put Wisconsin in a position to capture the rapidly-developing clean energy market by using Wisconsin's abundant natural resources like switchgrass.

A safe investment in 2010: Hot water

Though written in 2007, an analysis by RENEW's executive director Michael Vickerman may be even truer today an a few years ago, given the risk involved in "traditional" investments. The analysis shows that an investmnet in a solar hot water system generates a better rate of return than putting money in the bank:

I wrote a column which was highly critical of using payback analysis to figure out whether installing a solar hot water system on one’s house makes economic sense. In almost every example you can imagine, the payback period for today’s solar installations ranges between long and forever. For my system, which started operating in January 2006, payback will be achieved in a mere 19 years using today’s energy prices, though by the time 2025 rolls around, half of Florida might be under water and the rest of the country out of natural gas.

But there’s no reason to let payback length rule one’s ability to invest in sustainable energy for the home or business, especially if there are other approaches to valuing important economic decisions. One way to sidestep the gloomy verdicts of payback analysis is to do what most companies do when contemplating a long-term investment like solar energy -- calculate the internal rate of return (IRR) on the invested capital. The definition of IRR is the annualized effective compounded return rate which can be earned on the invested capital, i.e. the yield on the investment.

By using this familiar capital budgeting method, I’m able to calculate an IRR of 6.1%for my solar water heater if natural gas prices rise a measly 3% per annum. That yield exceeds anything that a bank will offer you today. It will likely outperform the stock market this year, which is due for a substantial downward adjustment to reflect the slow-motion implosion of the housing market now underway. And, unless you live in a gold-rush community like Fort McMurray, Alberta, your house will do well just to hold onto its current valuation, let alone appreciate by six percent.

While all investments pose some degree of risk, the return on a solar energy system is about as safe and predictable as, well, the rising sun. Fortunately for the Earth and its varied inhabitants, the center of our solar system is situated well beyond the reach of humanity’s capacity to tamper with a good thing.

September 2009 Update

General:
In 2005 we embarked on major renovations and additions to our old farmhouse. This included working with Focus on Energy to have site assessments performed for Solar Photovoltaic, Solar Thermal and Wind Turbine Systems. We also investigated wood burning systems because we have substantial quantities of firewood on our property. Our decisions included the following:
1. Add additional insulation, all new windows and new doors.
2. Replace our old oil burning furnace with a high efficiency propane boiler (our little Munchkin).
3. Install a Solar Photovoltaic grid-connected system to produce electricity.
4. Install a Solar Thermal (hot water) system to preheat domestic hot water and provide some house heat.
5. Install a counter-flow masonry heater fireplace using our own limestone for the masonry cladding.
6. In 2008 we built and installed a hot air collector to provide some heat in our barn workshop.
7. In 2009 we installed our 2nd Photovoltaic grid-connected system.
8. In 2009 we also upgraded our solar hot water storage tank.

Solar water heating highly efficient

When you hear the words solar energy, what comes to mind? Most people think of electricity. But the most mature and affordable solar technology is solar water heating.

People have been building and using solar water heaters since the 1800s. In fact, the very first mass-produced, commercially available water heaters were powered by the sun. The design and reliability of solar water heating equipment has improved over the years. A modern thermal collector can easily achieve 90 percent or more efficiency. And solar hot water systems can often operate for decades without needing repairs.

How it works
Because of our severe winters, solar water heaters designed for year-round use in Wisconsin must circulate an anti-freeze solution through the collectors. This heated fluid is pumped through a heat exchanger, where the solar heat is transferred to the domestic hot water. The heated water is typically stored in a tank that feeds into the existing hot water tank.

In sunny weather, the solar storage tank can often reach 150 degrees. Supplying the heater with water this hot keeps it from coming on. This saves a great deal of energy. But even if the storage tank reaches only 80 degrees to 90 degrees, the solar water heating system has raised the temperature of the water more than half way to the typical use temperature of 120 degrees and has saved more than half the energy.

For safety, the plumbing code requires an anti-scald valve to keep the domestic hot water from becoming dangerously hot. . . .

Focus on Energy provides reward checks to help Wisconsin residents with the cost of installing solar water heating equipment. Each reward is based on projected energy savings. A family of four installing a solar water heater typically receives a reward of $2,500. The federal government provides an unlimited 30 percent tax credit to help make renewable energy equipment more affordable.

Wisconsin's energy experts answer your questions on interactive Web site

(April 27, 2009) - What's the best way to reduce my home's cooling costs? Are there tax credits available for my renewable energy project? What's the most energy efficient hot water heater? Could new lighting fixtures save my business money? These are among the thousands of questions Wisconsin residents are asking themselves every day. Thankfully, there's an easy and accessible resource where they can get their energy questions answered, as Focus on Energy has launched a new interactive Web site titled 'Ask Focus on Energy' (askfocusonenergy.com).

"The purpose of the Web site is to fulfill the public's growing desire for easily accessible information on the timely topic of energy," said Kathy Kuntz, program director for Focus on Energy. "Given the economic and energy climate, consumers and businesses are now, more than ever, looking to learn how energy efficiency and renewable energy relates specifically to their needs."

How the Web site Works

Renewable installations will be exempt from state sales tax

State law exempts wind, solar, and anaerobic digester systems from the sales and use tax, effective July 2009.

In order to be considered an eligible product, devices must be capable of producing at least 200 watts of alternating current or 600 British thermal units per day. The exemption under does not apply to uninterruptible power sources that are designed primarily for computers.

The law also exempts "receipts from the sale of and the storage, use, or other consumption of electricity or energy" produced by a qualifying system.

New Lisbon utility customers can get energy programs

MADISON, Wis. (January 6, 2009) - Focus on Energy, Wisconsin's energy efficiency and renewable energy initiative, announced today that New Lisbon Municipal Light and Water officially became a program member beginning January 1, 2009. The utility serves approximately 850 customers in Juneau County.

"I welcome New Lisbon Municipal Light and Water into Focus on Energy and am delighted its customers will be able to benefit from the services the program offers," said Eric Callisto, Chairperson of the Public Service Commission of Wisconsin, the agency that manages the state's Focus on Energy Program. "New Lisbon Municipal Light and Water's decision to participate in Focus on Energy will result in a healthier environment for Wisconsin and will provide options for its customers to make sound energy decisions."

Solar hot water among ideas for La Crosse to go green

From a story on WXOW News 19, La Crosse:

While President Elect Obama won't take the oath of office until January 20th, some local politicians already see some changes.

The Governor has been asked to work with county officials to find ways to make La Crosse more energy efficient and bring more jobs to the area.

Today County Administrator Steve O'Malley met with the Joint Committee on Sustainability.

They discussed a number of green projects for the county if Obama's Federal Stimulus Plan passes.

They primarily focused on three solar hot water projects.

The proposed design would add solar panels to the county jail, and county nursing homes.

If the county can get federal funding, officials say we would see an immediate impact on the economy.

Steve O'Malley says, "Following what Congress and the President talked about, we think La Crosse is on the cutting edge or trying to increase the demand for alternative energy and we hope to be a part of that."

Customers of Vernon Electric Cooperative can now participate in Focus on Energy programs

(January 6, 2009) - Focus on Energy, Wisconsin's energy efficiency and renewable energy initiative, announced today that Vernon Electric Cooperative officially became a program member beginning January 1, 2009.
