State’s Hostility Toward Renewables Escalates
At the urging of Wisconsin utilities, several lawmakers have introduced a bill to allow a renewable energy credit (REC) to be banked indefinitely. If adopted, this measure (AB146) would constitute the most devastating legislative assault yet on the state’s renewable energy marketplace, which is already reeling from the suspension of the statewide wind siting rule this March and the loosening of renewable energy definitions to allow Wisconsin utilities to count electricity generated from large Canadian hydro projects toward their renewable energy requirements.
“Leaders” Lag Citizenry on Wind Support
Public support for wind energy development has held strong against the attacks launched by Governor Walker and the Legislature’s new Republican majority, according to a poll conducted between April 11 and April 18 by the St. Norbert College Survey Center for Wisconsin Public Radio.
Asked whether Wisconsin should "increase, decrease or continue with the same amount" of energy supply from various sources, 77% favored increasing wind power, the highest of any option (60% favored increasing hydropower, 54% biomass, 39% natural gas, 27% nuclear, and 19% coal).

Energy groups oppose bill to undermine Wisconsin's renewable energy commitment

Learning curve steep for Cassville plant now burning wood biomass

But the adventures and misadventures of the conversion stand as an informative and cautionary tale of what may lie ahead as Wisconsin and the rest of the country struggle to find alternative renewable fuels to help wean us from dirtier, nonrenewable combustibles such as coal.
Even so, Rich Nelson, plant manager, is more convinced than ever that the plant, one of just a few in the country that burn only wood, represents a future that will see much less dependence on nonrenewable fuels. After all, he said, it makes perfect sense to be turning demolished buildings in Milwaukee into power for more than 28,000 homes in the Cassville area.
“If we weren’t here,” Nelson said, “then all that construction material would be going into a landfill.”
The 60-year-old power plant, which rises next to the Mississippi River, was converted last year by Michigan’s DTE Energies, which has owned the plant since 2008. Its two boilers are now heated by wood rather than coal, a process known in the trade as “repowering.”
The transition has had its rough spots. Nearby residents have complained about problems such as ash on their window sills and kitchen counters, and wood chip piles stored in quarries that spontaneously combust and fill scenic valleys with blue haze.
“It’s frustrating sometimes,” Nelson said. “I think the expectation was that we’d push a button and then everybody’s feet would be up on their desks and we’d be making power.”

Another coal plant converts to wood

Efforts to add more renewable energy in Wisconsin from burning wood waste moved ahead Monday with the completion of one biomass power plant and the start of construction on another.
A 40-megawatt biomass power plant has opened in southwestern Wisconsin.
The power plant, the E.J. Stoneman Station in Cassville, is producing electricity by burning wood waste including residue from forestry and tree trimming work as well as railroad ties, demolition waste and sawdust.
Ann Arbor, Mich.-based DTE Energy Service Inc. owns and operates the plant and sells the power to Dairyland Power Cooperative of La Crosse.
"DTE Energy Services is proud to be able to give the Stoneman plant new life as a generator of renewable energy," David Ruud, president of DTE Energy Services, said in a statement. "We also are pleased that the plant will provide employment for 32 members of the Cassville community and support the local economy through our relationships with fuel suppliers and other local businesses."
Dairyland built the former coal-fired power plant in 1951 and operated it for more than 40 years.
"We are pleased to see this major renewable energy resource come online for our cooperative membership," said Dale Pohlman, Dairyland vice president of strategic planning. "Our 'green' partnership with DTE Energy Services will supply the energy needs to power 28,000 homes across our system by utilizing a natural resource - wood waste - as fuel."

Governor Doyle breaks ground on coal plant conversion to biomass

MADISON – Governor Jim Doyle today broke ground on the Charter Street Biomass Heating Plant project. The $251 million project is one of the largest biomass projects in the nation and will create construction and clean energy jobs. The project follows Governor Doyle’s 2008 announcement that Wisconsin would stop burning coal at state-owned heating plants on Madison’s Isthmus.
“In 2008, I announced plans to stop burning coal at state-owned heating plants on Madison’s Isthmus,” Governor Doyle said. “Today, we are breaking ground on the Charter Street biomass plant and taking a major step forward to make this goal a reality. The Charter Street plant will turn a waste stream into clean energy, it will keep energy dollars in our communities, and it will help clean our air and water. This project will create great jobs in Wisconsin and will develop a new biomass market from our great fields and farms.”
The Governor’s 2009-2011 capital budget included $251 million for the Charter Street project and $25 million to convert the Capitol Heat and Power Plant to natural gas. The Charter Street plant will support local biomass providers and eliminate over 108,000 tons of coal burned every year. In March, the state stopped burning coal at the Capitol Heat and Power Plant – eliminating 4,500 tons of coal burned by the state each year. When the Charter Street project is completed in 2013, the Doyle Administration will have reduced State of Wisconsin coal use by 65 percent.
The Charter Street project is a joint effort between AMEC and Boldt Construction. The plant’s coal boilers will first be replaced by natural gas and biomass fuel. The plant will run completely on biomass by late 2013, with the capacity to burn wood chips, corn stalks and switch grass pellets and power 300 local buildings.

With biomass, green and not-so-green lines blur

Wisconsin power projects spark questions about emissions from biomass vs. fossil fuels
How green can the energy produced by a biomass power plant be if it releases carbon dioxide into the air just like a coal or natural gas-fueled plant?
That's the question being raised about biomass projects, including one proposed by We Energies in Rothschild and another Xcel Energy Corp. is considering in Ashland.
"You can't assume that biomass is carbon-neutral. It depends on how many trees you plant and how fast they grow, and all sorts of variables," said Katie Nekola, energy program director at the conservation group Clean Wisconsin. "It's right to look at it case by case to see exactly what the carbon balance is going to be for any plant. . . ."
Milwaukee-based We Energies is proposing a $255 million, 50-megawatt power plant at the Domtar Corp. paper mill in Rothschild. Some residents in Rothschild, south of Wausau, have objected to the project because of concerns about air pollution that would be released by a new power plant located not far from a $770 million coal-fired power plant in Weston and south of Rothschild.
The utility said it proposed the biomass project as a way to help it comply with Wisconsin's renewable power mandate because it can generate electricity around the clock, unlike a wind farm. The project would supply steam to Domtar's paper mill and create up to 150 jobs, the utility said.
Critics call for a review
Critics of the project are asking the state Public Service Commission and Department of Natural Resources to do a full environmental review of the project.
A detailed review is not required and was not performed for the proposed Xcel Energy biomass plant in Ashland.
The agencies have not decided whether the review, known as an environmental impact statement, will be done for the We Energies project.
"Stop this biomass project now, please," Rebecca Simms of Rothschild said in a public comment filed with the state. "Biomass should no longer be considered an alternative to fossil fuels and should no longer be considered carbon-neutral, because it is not."
In a filing last week in response to an inquiry by state regulators, We Energies disclosed that carbon dioxide, or CO2, emissions from the Rothschild plant would be about 590,000 tons a year.
The utility says that will be offset by the replanting of trees in the forest that will absorb carbon dioxide. . . .
In Madison, the state of Wisconsin has proposed a $250 million biomass and natural gas plant to replace a coal-fired plant that serves the University of Wisconsin-Madison.
In Ashland, Xcel Energy would replace a coal-fired power plant with a biomass gasifier. The status of that project is uncertain, however, after the utility's cost estimate for the project ballooned by nearly 37% to $79.5 million.

Governor releases FAQs on Clean Energy Jobs Act bill

Enhanced Energy Efficiency and Conservation
Q: Won’t increased funding for statewide energy efficiency programs come out of the pockets of Wisconsin ratepayers? We shouldn’t be raising energy costs during an economic downturn by adding more fees to our utility bills.
A: Investing more money in energy efficiency has a demonstrable, risk-free payback for Wisconsin residents and businesses. Over the long run we will use less energy, which means we’ll actually be reducing our energy bills.
The cost of conserving energy is far less than the cost of building new power generation. Energy efficiency and conservation efforts are the least-cost means of mitigating carbon pollution.
Investing in energy efficiency also translates into stable, family-supporting jobs, particularly within the building and construction trades and at the 50+ businesses in Wisconsin that manufacture Energy Star appliances, windows, and other products. . . .

A: Each year, we send over $16 billion out of state to purchase coal, natural gas, and petroleum products to meet our energy demands. Every dollar we spend on these fossil fuels is a dollar that leaves Wisconsin. By increasing our state’s renewable portfolio standards, we are guaranteeing that more of our energy dollars remain here, and creating thousands of jobs for Wisconsin families in construction and building trades work, and, in the longer term, supply-chain jobs in our manufacturing, agricultural, and forestry sectors.
Also, the EPA has moved to regulate greenhouse gas emissions under the Clean Air Act, which means that costs associated with burning coal and natural gas will continue to rise. We cannot continue to pretend that exclusive reliance on fossil fuels for power generation is either sustainable or affordable in the long term. We need to speed our transition to a cleaner energy economy and position Wisconsin as a leader in this growing industry before other states get ahead of us.
As we add renewable sources of energy to our fleet, many of the older and less efficient fossil fuel burning units will gradually be retired, and Wisconsin’s generation capacity will fall in line with demand. Initial infrastructure costs associated with a transition to renewables will be off-set by producing cleaner and reliable renewable energy for Wisconsin over the long-term. Meanwhile, the cost of renewable generation technologies continues to fall when compared to fossil fuel alternatives.
Increased reliance on renewable energy is central to creating a more sustainable Wisconsin. Life cycle costs associated with fossil fuel have a significantly greater adverse impact on public health, quality of life, and the environment.
Advanced Renewable Tariffs
Q: Won’t Advanced Renewable Tariffs simply increase the cost of energy for everyone by subsidizing certain types of renewable technologies at a cost that is higher than the market would otherwise tolerate? Don’t Advanced Renewable Tariffs duplicate the efforts of the Renewable Portfolio Standard?
A: Evidence from around the world suggests that feed-in tariffs lead to faster deployment of renewable generation sources than a stand-alone Renewable Portfolio Standard. Advanced Renewable Tariffs will help harness the power of Wisconsin’s rich agricultural resources by making it easier and more cost-effective for farmers to take farm-waste and generate electricity with it to power their farming operations and deliver clean, renewable energy back to the grid.
Incenting the deployment of smaller-scale, more distributed renewable generation sources cuts down on our state’s transmission infrastructure costs and will reduce our reliance on out-of-state renewable power in the long term.
This policy helps level the playing field so individual homeowners, farmers, and businesses can earn a return on investments in renewable energy that is similar to the returns that utilities earn.

Doyle launches Clean Energy Jobs initiative

MADISON – Governor Jim Doyle today was joined by business leaders, labor, legislators and environmental organizations as he launched the Clean Energy Jobs Act, a landmark legislative package to accelerate the state’s green economy and create jobs. New industry-recognized research shows the package will directly create at least 15,000 green jobs in Wisconsin by 2025.
“Addressing climate change is not just an environmental issue, it’s about creating green jobs,” Governor Doyle said.
“The Clean Energy Jobs Act offers new standards to help accelerate Wisconsin’s green economy. I am calling on the Legislature to update renewable portfolio standards to generate 25 percent of our fuel from renewable sources by 2025 and set a realistic goal of a 2 percent annual reduction in energy consumption by 2015.”
The Clean Energy Jobs Act, State Senate Bill 450 and State Assembly Bill 649, implements the recommendations of Governor Doyle’s Global Warming Task Force to address climate change and grow the state’s green economy through several key measures:
• Enhanced renewable portfolio standards – A new 20 percent standard would be set for 2020 and a 25 percent standard would be set for 2025. The current 10 percent standard would be accelerated from 2015 to 2013. By advancing our current renewable portfolio standards, and setting new standards, we will ensure more of our energy dollars stay in the state, creating thousands of jobs for Wisconsin families in fields like construction, manufacturing, and agriculture.
• Enhanced energy efficiency and conservation efforts – Graduated statewide electricity savings goals would be set, leading up to a 2 percent reduction by 2015 and annual reductions thereafter. The cheapest way to lower carbon emissions is through energy conservation. By setting achievable conservation goals, this bill will help reduce energy costs in businesses and homes across the state.
A comprehensive economic assessment of the Clean Energy Jobs Act found that the package would directly create at least 15,000 green jobs in Wisconsin by 2025. More than 1,800 jobs would be created in the first year alone. The assessment also found that between 800 and 1,800 construction jobs would be created each year from 2011-2025, and more than 2,000 manufacturing jobs would be created once the laws are fully implemented.

Wisconsin's existing 10% Renewable Energy Standard has driven significant investment in rural, forestry and agriculture markets by encouraging the construction of large wind, biogas, biomass and solar projects. MADISON – Governor Jim Doyle today was joined by business leaders, labor, legislators and environmental organizations as he launched the Clean Energy Jobs Act, a landmark legislative package to accelerate the state’s green economy and create jobs. New industry-recognized research shows the package will directly create at least 15,000 green jobs in Wisconsin by 2025.
“Addressing climate change is not just an environmental issue, it’s about creating green jobs,” Governor Doyle said.
“The Clean Energy Jobs Act offers new standards to help accelerate Wisconsin’s green economy. I am calling on the Legislature to update renewable portfolio standards to generate 25 percent of our fuel from renewable sources by 2025 and set a realistic goal of a 2 percent annual reduction in energy consumption by 2015.”
The Clean Energy Jobs Act, State Senate Bill 450 and State Assembly Bill 649, implements the recommendations of Governor Doyle’s Global Warming Task Force to address climate change and grow the state’s green economy through several key measures:
• Enhanced renewable portfolio standards – A new 20 percent standard would be set for 2020 and a 25 percent standard would be set for 2025. The current 10 percent standard would be accelerated from 2015 to 2013. By advancing our current renewable portfolio standards, and setting new standards, we will ensure more of our energy dollars stay in the state, creating thousands of jobs for Wisconsin families in fields like construction, manufacturing, and agriculture.
• Enhanced energy efficiency and conservation efforts – Graduated statewide electricity savings goals would be set, leading up to a 2 percent reduction by 2015 and annual reductions thereafter. The cheapest way to lower carbon emissions is through energy conservation. By setting achievable conservation goals, this bill will help reduce energy costs in businesses and homes across the state.
A comprehensive economic assessment of the Clean Energy Jobs Act found that the package would directly create at least 15,000 green jobs in Wisconsin by 2025. More than 1,800 jobs would be created in the first year alone. The assessment also found that between 800 and 1,800 construction jobs would be created each year from 2011-2025, and more than 2,000 manufacturing jobs would be created once the laws are fully implemented.

September 2009 Update
General:
In 2005 we embarked on major renovations and additions to our old farmhouse. This included working with Focus on Energy to have site assessments performed for Solar Photovoltaic, Solar Thermal and Wind Turbine Systems. We also investigated wood burning systems because we have substantial quantities of firewood on our property. Our decisions included the following:
1. Add additional insulation, all new windows and new doors.
2. Replace our old oil burning furnace with a high efficiency propane boiler (our little Munchkin).
3. Install a Solar Photovoltaic grid-connected system to produce electricity.
4. Install a Solar Thermal (hot water) system to preheat domestic hot water and provide some house heat.
5. Install a counter-flow masonry heater fireplace using our own limestone for the masonry cladding.
6. In 2008 we built and installed a hot air collector to provide some heat in our barn workshop.
7. In 2009 we installed our 2nd Photovoltaic grid-connected system.
8. In 2009 we also upgraded our solar hot water storage tank.

Beyond coal ... winners and losers

CASSVILLE, Wis. - The future of Wisconsin's energy is piled high on the south lot of the E.J. Stoneman plant.
Gone is the coal that fueled the boilers for six decades. Now 40,000 tons of wood chips and railroad ties tower over construction workers building an apparatus to grind that wood into fuel.
With its yellow tile walls and dusty turbines, Stoneman hardly looks futuristic. La Crosse-based Dairyland Power built the plant in 1950 and shuttered it in 1993 for economic reasons.
But with a push to limit carbon dioxide released into the atmosphere, utilities are scrambling for new sources of renewable energy to replace fossil fuels. Stoneman again is viable.
DTE Energy Systems bought the plant in 2008, stripped out the boilers and began a two-year project to convert it to biomass. Starting this summer, they expect the turbines to spin again with steam generated primarily by construction and demolition debris.
Even with a cost in the tens of millions - they don't disclose the exact amount - DTE expects to make money because of the premium price for green energy.
On the other side of town, Alliant Energy burns wood pellets along with coal at its Nelson Dewey station as part of a yearlong test. Though Madison-based Alliant has no plans to convert the plant, the company will use the data as it examines ways to reduce its carbon footprint, spokesman Steve Schultz said.
With Congress poised for the first time to limit carbon emissions, power utilities are ramping up efforts to replace coal, a cheap and plentiful resource that long has been the major source of electricity, particularly in the Midwest.
Environmental advocates say it's a start to slowing global climate change, and even utilities favor the principle of limiting greenhouse gases.
But not all utilities are created equal. Xcel Energy, which supplies urban households and industries, has a diverse energy portfolio bolstered by investments in renewable sources and nuclear power, which produces no greenhouse gases. Dairyland Power, which through its member cooperatives provides power for most of the Coulee Region's rural and small town residents, relies almost exclusively on coal.
Both utilities support a congressional approach to cutting carbon emissions but differ on the details of how it should be done.

Learn to be “Burn Wise” this winter

If you’re burning wood this winter, you can have a cheaper, safer and healthier fire by following these tips:
• Burn only dry, seasoned wood. It’s better for the air and your wallet. Look for wood that is darker, has cracks in the end grain, and sounds hollow when hit against another piece of wood. Dry seasoned wood is more efficient at heating your home and can add up to significant savings over the winter.
• Never burn painted or treated wood or trash.
• Maintain your wood stove or fireplace and have a certified technician inspect it yearly. A certified technician can clean dangerous soot from your chimney and keep your wood stove or fireplace working properly, which reduces your risk of a home fire.
• Change to an EPA-certified wood stove or fireplace insert. These models are more efficient than older models, keeping your air cleaner, your home safer and your fuel bill lower, while keeping you warm in the winter. An estimated 12 million Americans heat their homes with wood stoves each winter, and nearly three-quarters of these stoves are not EPA certified. Alliant begins test burns of biomass at Cassville plant

MADISON, WI – November 5, 2009 – Wisconsin Power and Light Company (WPL), an Alliant Energy company, has begun testing the usage of biomass at its Nelson Dewey Generating Station. The move comes after the company received a Research and Testing Exemption from the Wisconsin Department of Natural Resources (WDNR) to test burn various biomass fuels at the site.
The WDNR approval allows for the co-firing to be done for a 12-month period within the facility’stwo cyclone coal boilers. Throughout the test burn process, WPL will examine a number of factors including environmental impacts, supply chain capabilities, material delivery and handling costs, and the blending and combustion of biomass based materials within the current plant configuration. No permanent structures or modifications will be made to the existing facility’s equipment to accommodate the test burns.
“We continually work to explore the technologies and costs associated with reducing our carbon footprint and this is another step in that process,” explains Barbara Swan, President – WPL.
“Conducting these test burns at Nelson Dewey will help us understand the capabilities we have within our current system.”
Biomass-based fuels approved for test burning within the current fuel blends include wood chips, agricultural based pellets, as well as native grasses. Other biofuel opportunities may present themselves during the testing, thus WPL would seek to update the test program, upon approval of the WDNR, to include any additions.

As cold weather sweeps in, more and more Wisconsinites turn to outdoor wood boilers to heat their homes.
Wood is a renewable fuel, and the operating costs of wood burners often seem lower than natural gas or electric heat. But we often overlook the cost to air quality.
Because outdoor wood boilers burn over long periods of time and can use green or partially dried wood, they can produce 10 times the smoke of other wood-burning heat sources. Burning wood produces more fine-particle pollution than burning coal, says UW-Extension Pollution Prevention Specialist David Liebl. Inhaling fine particles, even over short periods of time, can aggravate lung conditions like asthma and bring on heart attacks or arrhythmia.
At this time, there aren't many regulations governing residential wood burning. The amount of emissions can vary by the type of appliance, type of wood, moisture content, air damper setting and weather conditions.
Some municipalities have rules on where outdoor wood boilers can be located, restrictions on when they can be used (such as a ban during air quality alerts), or prohibit them outright.
The Wisconsin Department of Health Services has determined that neighboring residents are at risk of adverse health effects if they can see visible plumes or smell the wood smoke.
To minimize the risks, only clean, dry wood should be used as heating fuel. Because price and performance of wood as fuel can vary, residents do not always see the cost savings they hoped for.

Study to look at using waste wood as fuel

WEST SALEM — A West Salem farm cooperative and others are looking at the possibility of providing and processing low-quality wood as fuel that could be burned at power plants, including Xcel Energy’s waste-to-energy plant on French Island.
Xcel and the Wisconsin Office of Energy Independence each are providing a $25,000 grant to fund the biomass fuel study, which began a few weeks ago and is expected to be completed by November. The study is being done by the Energy Center of Wisconsin, an independent, nonprofit organization that explores energy ideas.
The Cooperative Network, a statewide association that provides various services to co-ops, also is involved in the study.
The project will evaluate the business potential for gathering and processing sustainably harvested waste wood for fuel and determining the market value of woody biomass, the groups involved in the study said Monday.
It will examine woody biomass availability within about 50 miles of West Salem, and look at possible benefits and costs to have agricultural cooperatives provide the biomass.
The study will look at such ideas as harvesting and chipping existing low-quality wood — such as box elder trees and even brush — and planting, harvesting and chipping low-quality trees that grow fast, such as poplar and black willow.

Southwest Wisconsin firms receive renewable energy grants

MADISON, Wis. (July 8, 2009) - Focus on Energy, Wisconsin's energy efficiency and renewable energy initiative, has awarded grants totaling more than $2.6 million to help businesses statewide finance the installation of large renewable energy systems. Funds were awarded on a competitive basis to help eligible businesses become more energy independent.
"The grants awarded offer businesses financial assistance for projects that will make a significant impact on Wisconsin's growing renewable energy market; in fact, these larger renewable energy systems offer businesses a way to lessen their dependence on fossil fuel based energy use, in turn reducing pollution" said Don Wichert, program director for Focus on Energy. "It is my hope more organizations will look to these businesses as shining examples of energy pioneers — and follow their example."
Grant Recipients
Following are the grant recipients in their respective technologies:
Wind
Cashton Greens Wind Farm LLC of Cashton, Wis., was awarded $250,000 to install two wind turbines with a 5,000 kW capacity. The two-turbine wind farm is an innovative partnership between Cooperative Regions of Organic Producer Pools (CROPP), Western Technical College (WTC) and Gundersen Lutheran Health System Inc. It will be the first "community wind" project in the state and its two turbines will be the largest in the state.
Biomass heat
Gundersen Lutheran Envision LLC in La Crosse, Wis., was awarded $376,057 to install a biomass fired steam plant to produce renewable thermal energy for Gundersen Lutheran Hospital's main campus. The system is estimated to provide approximately 95 percent of the campus' thermal needs. The boiler system will be fired with both wood waste and agricultural waste.
Other grant recipients
Orion Electric Systems in Manitowoc, Wis., was awarded $250,000 to install a 273 kilowatt (kW) solar electric system. Orion Energy Systems labels itself as a technology center, designed with the express intention of reaching out to the community and developing an education program to introduce various energy technologies and devices to the public. To this end, its solar electric system will serve as a demonstration and educational tool. In addition, the project will be the largest solar electric system in the state and the first in the state to use an innovative cylindrical solar thin film technology.
PPC Partners Inc. in Plymouth, Wis., was awarded $500,000 to complete a 1,137 kW anaerobic digester energy system. PPC Partners will own the system; however, it will be located at Goeser Dairy LLC, a 1,000 head dairy operation. Goeser Dairy will provide the majority of waste stream to serve as the digester's feedstock and other wastes will also be used. The dairy will benefit from the enhanced waste and odor management system as well as reduced bedding fees.
The City of Sheboygan Waste Water Treatment Plant (WWTP) was awarded $205,920 to install a biogas maximization system. The Sheboygan WWTP has been successfully operating a number of 300 kW microturbine systems for nearly four years. The new biogas maximization system will increase the gas production of the existing anaerobic digester from 30 percent to 60 percent. To capture the energy from the increased amount of biogas, the city will install two additional 200 kW microturbines, bringing the total generation capacity of the WWTP up to 700 kW.
Dairy Dreams LLC of Casco, Wis., a 3,000 head dairy operation, was awarded $434,477 for the installation of an 800 kW anaerobic digester energy system. The system will produce energy, while helping to manage waste and control odor.
Industrial Towel & Uniform (ITU) Inc. of New Berlin, Wis., an industrial laundry service company, was awarded $170,000 to install a 10,000 square foot solar hot water system. This system will reduce ITU's natural gas use by 28,388 therms a year, a significant decrease in its annual natural gas consumption. The system will be the largest solar water heating system in the state when completed.
Clear Horizons LLC in Sun Prairie, Wis., was awarded $500,000 to complete a 1,137 kW anaerobic digester energy system. Clear Horizons will own the system; however, it will be located at Maunesha River Dairy, a 1,000 head dairy operation. The dairy's waste stream will serve as the digester's feed stock and will use additional organic wastes from other sources. The system will produce energy, help manage waste and control odor.

"The grants awarded offer businesses financial assistance for projects that will make a significant impact on Wisconsin's growing renewable energy market; in fact, these larger renewable energy systems offer businesses a way to lessen their dependence on fossil fuel based energy use, in turn reducing pollution" said Don Wichert, program director for Focus on Energy. "It is my hope more organizations will look to these businesses as shining examples of energy pioneers — and follow their example."
Grant Recipients
Following are the grant recipients in their respective technologies:
Wind
Cashton Greens Wind Farm LLC of Cashton, Wis., was awarded $250,000 to install two wind turbines with a 5,000 kW capacity. The two-turbine wind farm is an innovative partnership between Cooperative Regions of Organic Producer Pools (CROPP), Western Technical College (WTC) and Gundersen Lutheran Health System Inc. It will be the first "community wind" project in the state and its two turbines will be the largest in the state.
Biomass heat
Gundersen Lutheran Envision LLC in La Crosse, Wis., was awarded $376,057 to install a biomass fired steam plant to produce renewable thermal energy for Gundersen Lutheran Hospital's main campus. The system is estimated to provide approximately 95 percent of the campus' thermal needs. The boiler system will be fired with both wood waste and agricultural waste.
Other grant recipients
Orion Electric Systems in Manitowoc, Wis., was awarded $250,000 to install a 273 kilowatt (kW) solar electric system. Orion Energy Systems labels itself as a technology center, designed with the express intention of reaching out to the community and developing an education program to introduce various energy technologies and devices to the public. To this end, its solar electric system will serve as a demonstration and educational tool. In addition, the project will be the largest solar electric system in the state and the first in the state to use an innovative cylindrical solar thin film technology.
PPC Partners Inc. in Plymouth, Wis., was awarded $500,000 to complete a 1,137 kW anaerobic digester energy system. PPC Partners will own the system; however, it will be located at Goeser Dairy LLC, a 1,000 head dairy operation. Goeser Dairy will provide the majority of waste stream to serve as the digester's feedstock and other wastes will also be used. The dairy will benefit from the enhanced waste and odor management system as well as reduced bedding fees.
The City of Sheboygan Waste Water Treatment Plant (WWTP) was awarded $205,920 to install a biogas maximization system. The Sheboygan WWTP has been successfully operating a number of 300 kW microturbine systems for nearly four years. The new biogas maximization system will increase the gas production of the existing anaerobic digester from 30 percent to 60 percent. To capture the energy from the increased amount of biogas, the city will install two additional 200 kW microturbines, bringing the total generation capacity of the WWTP up to 700 kW.
Dairy Dreams LLC of Casco, Wis., a 3,000 head dairy operation, was awarded $434,477 for the installation of an 800 kW anaerobic digester energy system. The system will produce energy, while helping to manage waste and control odor.
Industrial Towel & Uniform (ITU) Inc. of New Berlin, Wis., an industrial laundry service company, was awarded $170,000 to install a 10,000 square foot solar hot water system. This system will reduce ITU's natural gas use by 28,388 therms a year, a significant decrease in its annual natural gas consumption. The system will be the largest solar water heating system in the state when completed.
Clear Horizons LLC in Sun Prairie, Wis., was awarded $500,000 to complete a 1,137 kW anaerobic digester energy system. Clear Horizons will own the system; however, it will be located at Maunesha River Dairy, a 1,000 head dairy operation. The dairy's waste stream will serve as the digester's feed stock and will use additional organic wastes from other sources. The system will produce energy, help manage waste and control odor.

Thankfully, there's an easy and accessible resource where they can get their energy questions answered, as Focus on Energy has launched a new interactive Web site titled 'Ask Focus on Energy' (askfocusonenergy.com).
"The purpose of the Web site is to fulfill the public's growing desire for easily accessible information on the timely topic of energy," said Kathy Kuntz, program director for Focus on Energy. "Given the economic and energy climate, consumers and businesses are now, more than ever, looking to learn how energy efficiency and renewable energy relates specifically to their needs."

When you visit the 'Ask Focus on Energy' Web site you have the opportunity to submit a question, or search other questions that may relate to your area of interest. Reedsburg Hardwoods lumber mill process now powered by renewable energy

MADISON, WI – April 17, 2009 – In the middle of 2008, Reedsburg Hardwoods decided it wanted to reduce its energy cost by taking advantage of a plentiful by-product of its own manufacturing process: wood waste. At the time, the company was using two natural gas-fired boilers and one wood waste boiler to process steam for its kilns, steamers and dryers. While the lumber mill was already powering about two-thirds of its processing operation with the wood waste boiler, it had more wood waste available to do more and wanted to effectively eliminate the use of natural gas for its wood processing energy demands.
“We really saw a great opportunity for our company to move toward completely using a renewable resource to power our lumber mill process,” said Doug Hilber, Reedsburg Hardwoods Facility Manager. “With the excess wood waste we generate and had available on and off-site, it made sense to look at purchasing a larger capacity wood waste boiler that could handle processing steam for all of our lumber mill process now and into the future.”
As with any business, cash is important and paying for the new wood waste boiler and the other upgrades needed to support it, would take upfront dollars before the long-term energy-efficiency gains could be realized. That’s where Wisconsin Power and Light’s (WPL’s) Shared Savings program stepped in to assist the company.
The Shared Savings program is an initiative that assists industrial, commercial and agricultural customers with identification and implementation of energy efficiency projects - and invests the capital to finance them. The program’s low-interest financing, and ability to repay the loan using the energy savings, is attractive to many businesses.

New Lisbon utility customers can get energy programs
